Brazil Coastal Monitoring
Bounded by the Atlantic Ocean on the east, Brazil has a coast that is 7,491 km (4,655 mi) long. Offshore, numerous islands and archipelagos form part of Brazilian territory, such as Fernando de Noronha, Rocas Atoll, Abrolhos, Saint Peter and Paul Rocks, and Trindade and Martim Vaz Islands. Yet Brazil has no Coast Guard, the coast being patrolled by the Brazilian Navy, which does not have a mandate to make arrests, but which does keep in check illegal fishing. Costal policing would theoretically be done by the Federal Police. However, the reality is that they do not have anything near enough assets to patrol such a large coast. Brazil OSV Market
In the wake of the Subsea Vessel Brazil conference in Rio, Petrobras announced the approval to contract eight support vessels for its offshore activities. These are part of the 3rd Fleet OSV Renewal Plan (Prorefam). This is the 5th round and 4 vessels will be contracted from Bram Offshore, to be build at the Navship shipyard in the state of Santa Catarina, 3 from Starnav, with construction planned for the Detroit shipyard, also in Santa Catarina and 1 from Norskan, which will be built at the STX (Vard) shipyard in Niteroi, across the bridge from the city of Rio, where the Dof and Nordskan build all their Brazilian flagged ships. This is good news for the shipyards involved and for the OSV market in general, as the Brazilian offshore maritime market is heavily dependent on Petrobras orders.
Libra Pre-salt Development
As the time for the first pre-salt bidding round approaches, solid data begins to appear related to production forecasts and assets needed for the field’s development. Brazil’s National Petroleum Agency (ANP) has confirmed that the first pre-salt bidding round will take place in October 2013 in Rio de Janeiro and the rules concerning it have already drawn criticism from potential operators. ANP maintains that these rules will not be changed and has come forth with information concerning the field’s development. According to thr ANP, Libra is expected to produce first oil in 2018, that is, 5 years after the winning consortium signs the E&P contract for Libra. This contract will be signed by November 2013.
LNG Power for OSVs
Rolls Royce and DNV engaged in a joint study of different fuel and engine configurations. The vessel selected for this study was the Rolls Royce designed UT 776 PSV. In the study, four alternative power system arrangements were considered, with two gas tank versions. The gen-sets were powered by various sizes of Bergen C-series diesel and gas engines and the dual fuel engine was a commercially available unit. For diesel and hybrids the assumption was that the exausts would have a SCR system giving a constant value of NOx reduction of 75%. In terms of cost, the diesel was the winner in the study as there is the added expense for other solutions of insulated LNG tanks.
