PCCI, Inc. is a privately owned marine and environmental engineering firm established in 1977. Company headquarters is located in Alexandria, Virginia, and project offices are in Williamsburg, VA; Ventura, CA; Anchorage, AK; and Honolulu, HI. The company has specialized experience in: marine emergency operations involving oil and hazardous substance issues, offshore renewable energy technologies, salvage and safety engineering, Incident Command System (ICS) management, ocean facilities engineering, and naval architecture.

PCCI specialty services include:

Engineering and Installation of Ocean and Waterfront Structures - Our engineering division supports the development and mobilization of specialized marine and ocean equipment such as: moorings for ships and instrumented buoys, offshore renewable energy systems, floating barriers, portable firefighting systems, specialized cargo containers, underwater tools, hyperbaric systems, specialized vessels and marine structures. We provide construction quality management for the installation of moorings, hyperbaric facilities, and waterfront structures.

Ship Salvage Engineering - PCCI provides 24 hour / 7 days a week emergency salvage engineering services to the U.S. Navy and fleet operators, with emphasis on heavy lift, pollution prevention and safety.

Marine Environmental Regulatory Compliance - PCCI provides assistance including compliance, public relations, risk management, worker safety, pollution prevention and cost control.

Products

PCCI’s key technologies include:

Moorings – analysis, design and installation of both temporary and permanent moorings for ocean platforms, from simple buoys to large floating bases. PCCI uses the OPTIMOOR and ORCAFLEX programs to analyze platform motions and mooring leg loads.

Underwater Cofferdams – PCCI engineers conduct finite element model analyses of Underwater Ship Husbandry (UWSH) cofferdams, analyzing weight handling systems, provide operational procedures development services, and develop logistics support requirements for UWSH operations and activities.

Salvage Engineering – PCCI’s salvage engineers and naval architects use the HEC Salvage Engineering (HECSALV) program, often coupled with ORCAFLEX, to analyze and design open ocean salvage lift systems, taking into consideration the dynamic response of the object being lifted. HECSALV is also used for damaged vessel analysis to obtain estimates of projected oil outflow, tidal and weather effects, and damaged hull girder strength and deflections.

Hyperbaric Systems – PCCI has extensive design, engineering, and configuration management experience obtained in the acquisition, evaluation, modification, prototyping, repair, and testing of hyperbaric components and systems including: medical center hyperbaric facilities, Standard Navy Double Lock recompression chambers, transportable recompression chambers, emergency evacuation hyperbaric stretcher system, diver life support equipment, and MK3 lightweight dive systems.
