Rotational assignment, approximately 60 days on and 30 days off.

Duties

Serves aboard ship, launch, small boat, or field party engaged in oceanographic, biological, fisheries, or mapping operations. Operates and monitors oceanographic, meteorological, and sonar data acquisition systems. Stands operational watches - directs, coordinates, and performs over-the-side operations.  Assists Deck Department in major operations such as moorings, ROV/AUV, and dual warp trawling.  May include operating powered deck equipment and line handling.  Will be available to assist the scientific party with acquisition and processing of samples, specimens, and data when it does not interfere with operations and other primary duties. Recognizes and corrects or reports problems with data acquisition, processing, software, or computer systems. Performs basic troubleshooting. Uses all available assets to ensure acquisition of the highest quality data and samples possible. 
 
Utilizes the Scientific Computer System (SCS) and assists in the configuration and performance assurance of all data acquisition systems. Follows the CST’s data acquisition, quality management and submission plan that includes satisfying metadata requirements, and safeguarding un-submitted data according to OMAO and MO data management policy. Assists in tracking, preparing, and packaging sensors for annual calibration, helps update and maintain calibration data. Assists with inventories of equipment, tools, and consumable supplies. Maintains work and storage spaces under the department's cognizance in a clean and orderly condition, including cleaning, painting, sweeping, swabbing. Loads and off-loads supplies and instruments in preparation for, and after the completion of oceanographic and survey operations.

Minimum Eligibility Requirements

One (1) year of experience at the Assistant Survey Technician level or equivalent or three (3) years of experience engaged in oceanographic or fishery research operations performing any of the following duties: operating and monitoring scientific equipment; assisting in the staging and setup for oceanographic or fishery research; performing oceanographic or fisheries observations; assisting in the preparations, installation, deployment and recovery of oceanographic or fishery research equipment and instruments; management of shipboard scientific computing systems; and processing oceanographic or fishery data.

Successful completion of a 4-year college degree that included at least ten (10) credit hours in earth sciences, environmental sciences, or marine technologies.
 
LICENSING AND/OR CERTIFICATION REQUIREMENTS:  Must possess a United States Coast Guard Merchant Mariner Credential with Entry Level ratings – OS, Wiper, Steward Department (FH).  Must possess a United States Coast Guard Merchant Mariner Credential with Medical Certificate.
 
MMC WAIVER* Applicants who demonstrate desirable education, experience and/or skills may be hired without the United States Coast Guard Merchant Mariner Credential.  Applicants will be hired on a waiver, employee must sign an agreement that he/she will obtain the United States Coast Guard Merchant Mariner Credential within one (1) year of appointment or they may be removed from Federal service due to failure to meet conditions of employment.

Conditions of Employment

As a conditional of employment, your position will be a Mixed Tour position. Mixed Tour of duty is a combination of full time, part time and intermittent work schedules which allows the best utilization of resources based on the work requirements of the organization. You will be required to sign a Mixed Tour Agreement.
 
Once selected, you may be sent to any vessel nationwide. There is no guarantee that you will be assigned to any particular vessel or geographic location, however, your duty location will be determined by your home of record or ship’s home port. Duty locations are Norfolk, VA; Charleston, SC; Woods Hole, MA; Pascagoula, MS; Newport, OR; Kodiak, AK; Ketchikan, AK; San Diego, CA; Honolulu, HI; Newport, RI; New Castle, NH
 
Salary will be determined by locality and class of vessel. 
A two year Trial period may be required. 
Applicant must be able to obtain and hold a US Passport. 
Must be registered for Selective Service, if applicable www.sss.gov 
Applicant must be a United States citizen of at least 18 years of age.
Must be suitable for Federal employment.  (Pass pre-employment drug test, security and physical examination). 

PHYSICAL REQUIREMENTS:  Physical requirements in accordance with OMAO Medical Policy.  USCG Medical Clearance examinations are required to include a pre-placement examination(s) as a condition of employment per OMAO policy.  All Mariners must meet immunization requirements.  Position is subject to Health and Human Services (HHS) and Department of Transportation (DOT) randomized drug testing. 

SECURITY REQUIREMENTS: Employee must obtain and maintain appropriate security clearance for the Survey Technician position. Position is designated as a Safety-Sensitive.  
 
Attend and successfully complete all mandatory training courses.
Be ready, willing, and able to physically perform the duties of this position.
Be ready, willing, and able to work in a shipboard environment and wear protective equipment. 
 
NOTE: The tentative offer of employment will be rescinded if the selectee fails to report to any of the scheduled appointments - fails the physical examination, fails the drug test, suitability or unable to obtain the required security clearance.

Evaluation Criteria
Applicants who meet the minimum eligibility requirements described above will be further evaluated. Documented knowledge, skills, and abilities, education, training, and awards contained in the application package and resume will be reviewed and rated to determine the degree to which applicants possess the required knowledge, skills, and abilities listed below that are essential to perform the duties and responsibilities of the position for which applications are being considered.
 

1. Ability to operate and troubleshoot all data acquisition systems aboard ship, including echosounders, oceanographic profiling equipment, meteorological, seawater flow-through, attitude and dynamic motion, and navigation systems, using hand and power tools and electronic test equipment.
2. Capacity to coordinate, direct, and perform over-the-side operations, ensure personnel and equipment safety, and maximize data and scientific sample quality and integrity.
3. Computer and network expertise to operate, configure, and troubleshoot software and hardware systems. Troubleshoot basic networking and serial communication issues.
4. Applicable knowledge of physical, oceanographic, biological, and geodetic science concepts and processes that affect the parameters or properties being measured, observed, or sampled during scientific operations to ensure accurate data and discrete samples are collected.
5. Interpersonal skills to communicate professionally and effectively, and work collaboratively, with Scientists, Ship’s Departments, and Officers.
