Onboard Environmental/Regulatory Specialist, performing safety/environmental audits and the training of new Officers. Responsibilities include overseeing company safety and environmental policies, procedures/management systems, oversight of all record books and documentation for waste streams/oil transfers, multi-level technical, safety, environmental and management system training to all officers and evaluate/develop proposed environmental systems to improve company standards. Assist officers in developing skill for Marine Safety, Incident Response Team/HazMat Coordinator, Marine Emergency Response Coordinator and Lifeboat Commander Certification. Provide safety and environmental training and support for fleet newbuild vessels.

PRINCESS CRUISES / CUNARD LINE / P&O AUSTRALIA – FLEET SAFETY  

(March 2006 to November 2008)

Fleet Safety Manager for Princess Cruises, Cunard Cruise Lines & P&O Australia, responsible for maintaining all elements of shipboard marine (and occupational) safety for vessels within the fleets. Assess and monitor onboard lifesaving/firefighting equipment certification/servicing, emergency response, technical purchasing, shipboard Safety Management Teams, perform hazardous incident/accident investigations, advising and following-up on non-conformities and corrective actions. Advise on revisions to company safety regulations and fleet approved chemical list. Develop safety/environmental training programs and assist/advise on revisions to fleet management systems. Perform safety inspections onboard vessels. Responsible in developing/monitoring SOLAS Training Manuals for Princess, Cunard and Carnival Australia fleets. Also responsible for Damage Control Training & Setup for vessel itineraries in the Antarctic. Hold shoreside Emergency Response Operations Coordinator position. 

ROYAL CARIBBEAN INTERNATIONAL – SAFETY, SECURITY & ENVIRONMENT  

(October 2002 to February 2006)

Senior Auditor for all vessels and shoreside facilities (including Newbuilding, Fleet Design and Private Destinations) within the Royal Caribbean and Celebrity Fleets. Responsible for planning/scheduling all annual audits (39 in total) and supervision of Audit Team. Conduct Safety, Security, Environmental and Quality audits, reporting audit findings and compiling corrective actions for internal/external parties. Evaluate non-conformities and provide recommendations for corrective actions. Advise on changes to safety and quality management systems. Provide basic and advanced Management Systems Training, both onboard and shoreside. Also advise on Environmental issues and training for fleet Environmental Officers. 

ROYAL CARIBBEAN INTERNATIONAL – MARINE OPERATIONS / SAFETY & ENVIRONMENT  

(October 2000 to September 2002)

Employed in the position of Environmental Officer onboard large cruise vessels. Onboard Environmental/Regulatory Specialist, reporting directly to vessel Master. Responsibilities include overseeing company environmental policies, procedures and management systems, oversight of all record keeping for waste streams/oil transfers, multi-level technical, safety, environmental and management system training to all crew members and evaluate/develop proposed environmental systems to improve company standards. Incident Response Team/HazMat Coordinator, Emergency Response Coordinator and Lifeboat Commander. Provided environmental/system management training for newbuild vessels.

CITY OF TORONTO – TORONTO FIRE SERVICES  

(August 1998 to September 2000)

Commander of the Toronto Fireboat (LOA 87’), responding with fire crews to all firefighting, spill response, rescue and medical emergency calls in the waters of Toronto Harbour, (spanning 52km) and Lake Ontario, during the period of operation under my direction. During winter months, all ice breaking of Toronto Harbour. Responsible for the conduct and discipline of marine and fire crews, vessel operation and overseeing preventative maintenance. Liaison with Police, Environmental, Government and Ambulance services. Perform administrative, formal reporting and public relations work.

CITY OF TORONTO – TORONTO WORKS DEPARTMENT  

(1994 to 1998)

Performing in a Project Management capacity for the Water Works Department Marine Services. Responsible for inspection/maintenance services for entire marine infrastructure for City of Toronto’s Water and Wastewater Divisions. Liaison for Engineering Division, Ministry of Labour and Marine and Diving Industry Contractors providing scheduling and monitoring all surface and underwater intervention services for seven (7) major water supply and water pollution control facilities. Advise in contract tendering process and schedule specialized and emergency water transport, bathymetric and hydrographic data collecting services. Contract out maintenance of marine equipment and buoy tending services. Accountable for office admin, contract writing, formal reporting and capital/operational budget forecasting. 

MANASTE INSPECTIONS QUALITY, QUANTITY (MIQ²) 

(Contract work while employed at City of Toronto)

Sub-contracted through Petro-Canada (Refinery) to perform comprehensive safety/structural surveys to foreign and domestic tanker vessels, acting in accordance with all regulatory and governing bodies. 

ONTARIO NORTHLAND (Marine Services Division) 

(1993 to 1995)

Operated vehicle ferries in the capacity of Captain and Chief Officer for Ontario Northland operation, transiting United States and Canada. Responsible for command of vessels/crew, organize safe loading/offloading of vehicles (cars/trucks/heavy equipment) and cargo, embarkation/debarkation of passengers, crew management for union & non-union employees, Custom’s administration and public relations.

WESTCOTT MARINE (Self-employed) 

(1990 to 1992)

Sub-contracted by the St. Lawrence/Great Lakes Pilotage Authority to operate established Pilot vessel - servicing the Lower Welland Canal District. Liaison for pilots/vessels, vessel operation/maintenance, to/from pilot delivery, operating in all-weather/ice conditions, 24/7/365.

ST. LAWRENCE SEAWAY AUTHORITY (Western Region, Welland Canal)

(1986 to 1990)

Worked in the technical operations, in the field and with the interior computer traffic system. Also subbed at various locks throughout the system in the capacity of Lock Linesman. 

MISENER HOLDINGS LTD. (Misener Transportation, Properties and Financial Divisions)

(1982 to 1986)

Junior Accountant responsible for Accounts Payable/Receivable, Journal Entry, Trial Balance and charge-backs between Divisions. Responsible for twenty-six (26) subsidiary Canadian and American companies under the different Misener Holding Divisions.

CANADA STEAMSHIP LINES, ALGOMA MARINE TRANSPORTATION, MISENER TRANSPORTATION 

(1977 to 1982)

Served as Bridge Officer on various type cargo vessels trading worldwide. Also performed ship-keeping during winter (ice) berthing of vessels; responsible for maintenance of vessel generators, machinery, utility functions, waste streams and vessel security. Assisted engineering staff with winter ‘lay-up’, special projects and spring ‘fit-out’ work.
