Re: Application – MASTER/Deck Officer 

I am a Master Mariner (10 Years) apply for the above mentioned vacancies.  It is my passion as I have lived it for 27 Years, and given the opportunity I will be a asset to your esteemed organization, in all aspects of Maritime Education and Training (STCW 2010 Code), Safety, Security and Pollution Prevention.  IMO Conventions, Maritime Safety, Security and Environmental Protection, Including Class (IACS), Flag and Statutory (SOLAS and NON SOLAS) Surveys, MARPOL 73/78, SOLAS 78 Convention, Chapter 9 “ISM Code”, Safety Management System policies, procedures and standards, risk assessment, monitoring and auditing. QHSES Operational Standards, Policies and Procedures, Performance Appraisal and Assessment. The development of “Safety Check List and Contingency Plans” which includes the “ISPS Code”. ILO 2001, MLC 2006, - guidelines on OHSMS - Legal Obligations, OHSAS 18001:2007 “Health and Safety Management Systems for Risk Control and Assessment” and the development of “Contingency Plans”.

The Legislative and Safety requirements for Passenger, Bulk, Grain, General Cargo, Tankers, Container, Ro-Ro, Refrigerated, Solid Bulk, Dangerous Goods, Damage and Ventilation. Ballast Water Management, Cargo Operations, and Stability including Draft Surveys, Hold, Cargo and Bunker Surveys On-hire/Off-hire Condition Surveys. The Carriage Of Goods by sea Act (COGSA, Hague Visby Rules).The Carriers Obligations, Cargo Operations, Handling and Stowage. Contract of Affreightment (COA) and Charter Parties. The Legislative and Safety requirements for Tankers, Passenger, Bulk, Grain, General Cargo.  IMO Conventions, Maritime Safety, Security and Environmental Protection. Including Class (IACS), Flag and Statutory (SOLAS and NON SOLAS) Surveys, MARPOL 73/78.
 
Management and Operations, Commerce and Logistics. Including the Carriage, Operations and Safety Management of Oil, Gas  and Tanker Operations, (ISGOTT & SOPEP),   As a Master Mariner (10 Years) and Academic (13 Years Senior Lecturer, Fiji National University, School Of Maritime Studies). I have the qualifications, Knowledge and skills  in all the components of Shipping - Laws/Regulations enforcement and compliance,

 
My qualifications include the following:
 
1. Master of Science; Maritime Education & Training (Maritime Affairs) World Maritime   University: Malmo, Sweden 1999.  
2. Advance Diploma in Nautical Science (Ship Master). Australian Maritime Collage Tasmania, 1995, MasterMariner Class One Unlimited, Australian Maritime Safety Authority (AMSA) CoC No AY11321. Revalidated 07/10/2011, Expires 11/09/2016.

During the 6th July 1996– 10th June 2013, I was employed at the Fiji National University, School of Maritime Studies Nautical Science department as Senior Lecturer. My duties and responsibilities was to implicitly impart the Knowledge and proficiencies based on all the aspects of the following: 


* Shipmasters Law, Management, Business and Administration, Passenger Safety, Ship Maneuvering and Handling. Cargo Management/Operations and Documentation.  Container, Ro-Ro, Refrigerated, Solid Bulk, Dangerous Goods, Damage and Ventilation. Ballast Water Management, Cargo Operations, and Stability including Draft Surveys.
 
I have served as Master and was directly responsible to implement, ILO 2001/ISO guidelines for QHSES/OHS-MS, Education/Training and Induction programs, monitor and audit the key performance indicators and the above mentioned Legislations, Regulations.
 
“ISM Code - Company Standards, Policies and Procedures”, to ensure enforcement and compliance.  Asthe chairman of the SMS onboard and ashore (DP) my aims and objectives was to facilitate the re-validation and upgrade of the “ISM Code DOC & SMC” and Accident/ Incident Investigation Procedures and Corrective/Preventive Actions.
 
Currently employed as Relieving Master/CO/2 Officer M.V. Bligh Water Shipping LTD, Fiji. M.V. Westerland, (RORO). Consultant in Maritime Affairs Maritime Education and Training, Maritime Shipping Laws and Regulations, Management and Operations, Commerce and Logistics.
